Use a clear state model:

• Draft
• Submitted
• Approved
• Denied

Deny with signal

A denial reason should answer:

• What is wrong?
• What should be fixed?
• What is acceptable resubmission?

Resubmission pattern

1. Editor fixes the entry.
2. Entry returns to draft.
3. Entry is resubmitted explicitly.
4. Reviewer confirms closure.

Avoid

• Silent edits of submitted entries.
• Approval without context on risky rows.
